What owners and studies report

A general order of operations to confirm locally

  1. Pick your city or county and ask its planning or zoning office whether your address allows a restaurant or bar.
  2. Open your state page here and read the alcohol authority and food-service program pages for license types and application steps.
  3. Register the business and get state tax accounts through your state's business pages (the IRS links on each state page lead there).
  4. Ask the local health department about plan review before construction, if your area requires it.
  5. Ask each agency which inspections must come first, and write the sequence down.

The U.S. Small Business Administration also publishes a general guide to business licenses and permits: SBA: Apply for licenses and permits.
